Among the objectives of gender equality and social justice pursued the Ateneo mentioned ( footnote 1) and its commitment to transfer internationally and interculturally the corresponding results in knowledge and experience, the disturbing days in which now human beings live require us to open a space of public reason, other than the traditional, having as aim ethical reflection and practice. It is necessary to guarantee in both the research processes and its factual realization by institutions and agents, professionals or volunteers, engaged in social intervention. It is, indeed, a responsibility to be met from the new understanding that the complexity of today understands by the expression of “Applied Ethics " (AE ), which moves its focus from the principles to the context in which people live and is often raised in committees and discussion groups. Its characterization in this paper is conditioned by two stages, before and after it. At first, not being a new discipline but a new form of public reflection faithful to ethics, it is necessary to expose some brief considerations thet, if possible, may clarify sufficiently what we mean by this knowledge which we want to be faithful to. And, on a second stage, and after a brief exposition of what the AE , we will intend to transfer, as a proposal and in general terms, how to "apply" or better , the way in which citizens claim how the social State ethics should be incorporated in their constitutions and democratic rules in a Social State, its political and social action arising out of them, carried out in the framework of the European Union, with special attention to Spain.
