At the threshold of the 21st century, the prescriptions and diagnoses formulated by several international organizations have gained significant relevance. This resulted in several agendas aimed at guiding social policies in various areas, planned and implemented by government officials an//d / or claimed by political leaders linked to many civil society organizations. There are many political disputes that emerge from these guidelines. Through documentary research, it will be shown the confluences between the propositions of Notebook Human Rights Education that seeks to give a practical referral to the national guidelines on human rights education formulated by the National Council of Education in the legal view number 8 /2012 and the educational policy agendas brought both by the goals set forth in the international pact named Education for All, taken over by UNESCO, as well as the procedures contained in the Human Development Reports (RDHs) issued by the United Nations Development Program (UNDP).
